Clean
Fuel Advanced Technology
Improving air quality is important for North
Carolina. According to the American
Lung Association State of the Air 2007, over 36% of North
Carolina’s population is at risk for serious health concerns because of
poor air quality. Clean Fuel Advanced Technology (CFAT) is a three-year
project focused on reducing transportation related emissions in NC
counties that have air quality concerns. The two million dollar project
is funded by the NC
Department of Transportation, State Energy
Office and the Division
of Air Quality, covering three
broad areas: education and outreach, project funding, and recognition
of exemplary activities (Mobile CARE).
Education and Outreach
Outreach efforts will include annual conferences, technical workshops,
presentations, regional meetings, informational materials, and
individual consultations. The audiences for these outreach events
include public and private fleet managers, civic organizations,
non-profits, fuel providers, and other decision makers. In April of
2007, NCSC Clean Transportation hosted Mobilizing
NC in Greensboro, NC with support from the three CFAT sponsors,
Piedmont Authority for Regional Transportation, and many other state
and local organizations. There were also CFAT information
meetings at various locations around the state held in June, where
participants discussed how they
could utilize CFAT funding.

The Clean Transportation
Program also has these alternative fuel decals which can be easily
placed on dispensing and storage equipment, as well as bumper stickers,
to draw attention to the use and benefits of alternative fuels in North
Carolina. These are available free of charge through the CFAT Project.

Decals
are 15X15 inches.
Bumper stickers are 3.5X12 inches. Both have adhesive backing. Contact
us at cleantransportation@ncsu.edu if you are interested in promoting
emissions reductions through these products.
CFAT Funding
Funds are available for transportation related emission reduction
projects in 24 counties (Cabarrus, Catawba, *Chatham, Davidson, Davie,
Durham, Edgecombe, Forsyth, Franklin, Gaston, Granville, Guilford,
*Haywood, *Iredell, Johnston, Lincoln, Mecklenburg, Nash, Orange,
Person, Rowan, *Swain, Union, and Wake [*Represents partial counties]) that do not meet
national air quality standards. CFAT can provide up to 80% of project costs available for
alternative fuel vehicles, refueling infrastructure, idle reduction
technologies, heavy duty hybrid electric vehicles/buses and diesel
retrofits. The total project funding available is at least $1.3
million and there will be three rounds of projects in 2006, 2007, 2008.

Mobile CARE (Clean Air
Renewable Energy)
NC Mobile CARE (Clean Air Renewable Energy) is
an initiative to
recognize exemplary efforts to accelerate the use of alternative fuels
and advanced transportation technologies. It’s also an opportunity to
learn what you can do to make your vehicles cleaner and more energy
efficient.
There are three simple steps to becoming a Mobile CARE
partner:
- STEP 1: Complete a fleet/vehicle survey
which will give us a snapshot of your current operations
- STEP 2: Develop a
plan/strategy to reduce emissions. You can review options with
your local Clean Cities Coalition or Mobile CARE coordinators if
there’s no coalition in your area.
- STEP 3: Earn recognition for
these efforts. All new Mobile CARE partners will be recognized
annually. Exemplary efforts will be awarded annually. One does not have
to be a Mobile CARE partner to be eligible for exemplary awards.
As a Mobile CARE
partner you can see a real
reduction in emissions and fuel consumption, which can make a
difference on the environment and possibly your pocketbook.
Examples of efforts you can incorporate in your operations:
- Reduce fuel use and emissions
through conservation policies and activities - idle reduction policy,
car pooling, sizing vehicles, etc.
- Diversify fuel sources by
displacing petroleum with the use of Biofuels and other alternative
fuels.
- Employ emission reduction
technologies such as- diesel retrofits, hybrids, CNG retrofits etc.
- Develop organization policies
to ensure expanded use of alternative fuels and advanced transportation
technologies to strengthen local economies and improve air quality.
